Most businesses are sitting on a list of people who already know them: leads who never booked, customers who bought once, quotes that went quiet. Database reactivation means reaching back out to those people in a way that is useful, welcome and compliant.
Done well, it starts conversations with people who already trust you. Done poorly, it produces complaints, opt-outs and filtered numbers. This playbook covers the responsible version.
Why reactivation is worth doing
Your existing database has a few advantages over cold audiences:
- People already know your name.
- You have context: what they asked about, what they bought, when.
- Many “lost” leads were simply busy, not uninterested.
- Past customers may need you again, or know someone who does.
None of this means every contact will respond. It means a thoughtful message has a reasonable chance of being read.
Step 1: Check consent before anything else
Before you send a single message, sort your list by the permission you actually have. This is general information, not legal advice; confirm the rules for your situation with counsel.
United States
- Text messages from business software generally require consent to receive texts, and marketing texts typically need clearer consent than informational ones. Your messaging numbers should also be registered (A2P 10DLC or toll-free verification).
- Calls using an AI or prerecorded voice carry their own consent rules under the TCPA, including prior express written consent for marketing.
- Email is governed by CAN-SPAM, which requires accurate sender information, a physical address and a working unsubscribe.
Canada
Canada’s Anti-Spam Legislation (CASL) covers commercial electronic messages, including email and text. It allows two kinds of consent:
- Express consent, where the person clearly agreed to receive messages. It does not expire on its own, though it can be withdrawn.
- Implied consent, based on an existing business relationship, with time limits:
- About two years after a purchase, contract or similar transaction
- About six months after an inquiry or application
That means a Canadian lead who asked a question eighteen months ago, and never bought or opted in, is likely outside the implied-consent window. Messages under CASL also need to identify the sender and include an unsubscribe mechanism, and unsubscribe requests must be honored within ten business days.
Build three groups
| Group | What you can do |
|---|---|
| Clear consent for the channel | Include in reactivation |
| Unclear or expired consent | Use a permitted channel to ask for permission, or exclude |
| Opted out or no consent | Exclude completely |
Step 2: Clean the data
Reactivation exposes messy data quickly. Before launching:
- Remove duplicates and merge records for the same person
- Validate phone number formats and remove landlines from SMS lists
- Remove anyone who opted out on any channel
- Remove current open deals so sales and automation do not collide
- Tag each record with its source and last interaction date
Step 3: Segment by context
One message for everyone is the most common mistake. Group people by what you know about them:
- Unconverted leads by service they asked about and how long ago
- Past customers by service purchased and time since purchase
- Quotes that went quiet by quote type and stage
- Seasonal customers by when they usually need you
Each segment gets its own message, its own timing and, often, its own offer of help.
Step 4: Design messages people want to answer
Good reactivation messages are short, specific and easy to reply to.
Principles:
- Identify your business in the first line.
- Reference something real: what they asked about, roughly when.
- Ask one simple question that is easy to answer.
- If an AI agent will handle replies, disclose that clearly.
- Include opt-out language, such as “Reply STOP to opt out.”
Hypothetical example for a past inquiry:
Hi Sam, this is the scheduling assistant (AI) at Example Dental. You asked about whitening earlier this year. Is that still something you’re considering? Reply STOP to opt out.
What to avoid:
- Fake urgency or false scarcity
- Messages that pretend to be a personal text from an employee when they are automated
- Long paragraphs with several links
- Sending the same message to everyone at the same hour
Step 5: Pace the send
Large volumes from a single number in a short period can trigger carrier filtering and overwhelm your team. Send in batches, watch reply and opt-out rates after each batch, and adjust before continuing.
Step 6: Plan the handoff
Replies are the point. Decide in advance:
- Which replies an AI agent can handle (questions, scheduling, simple quotes within your rules)
- Which replies go to a person (complex jobs, complaints, high-value opportunities, anyone asking for a human)
- How quickly a person must pick up escalated conversations
- Where the conversation history lives so nobody asks the same question twice
Reactivation checklist
- Consent sorted by channel and country
- CASL implied-consent dates checked for Canadian contacts
- Opt-outs from every channel removed
- Duplicates merged and data cleaned
- Segments defined with a message for each
- Business name, AI disclosure and opt-out in every message
- Batch size and pacing plan agreed
- Handoff rules and response times defined
- Results tracked by segment
What to measure
- Reply rate by segment
- Opt-out and complaint rate by segment
- Conversations handed to a person
- Appointments or sales that came from reactivated contacts
- Delivery issues and carrier errors
High opt-out rates in a segment are a signal to change the message or stop messaging that group.
FAQ
How old is too old for a lead?
There is no single answer. It depends on consent, the channel, and in Canada, the CASL implied-consent windows. Beyond compliance, very old leads usually need a softer message that asks whether they want to hear from you at all.
Should we offer a discount to restart conversations?
Not by default. A relevant question often works without a discount. If you do make an offer, make it real, state the terms clearly and avoid fake deadlines.
Can an AI agent handle all the replies?
It can handle common replies, such as questions, scheduling and simple next steps, if it is configured with your rules. It should identify itself as AI and hand off anything complex, sensitive or emotional to a person.
